I would say that pretty much all of us just lives with the bad paint, or sands it off(maybe a Dremmel or good old fashioned sandpaper).
I haven't really taken paint off (as I have low standards in the painting department, and I've also gotten better with paint too) so don't take my advice on this.
Or anything, really

Umm, it might not be spinning because of maybe it not having such a good connection, maybe you did something that might have burned the motors out, or broke them.
Is the bottom ones flywheel maybe stuck in place, or the actual thing that spins got jammed
Are you sure the flywheel and motor and connected fully?
Or, just follow Aeromechs advice, because things like blasters randomly breaking happens.
