I made mine with a band saw. A coping saw could also work if you have a vice to hold the parts in. Though that would probably take quite a while.
You will also need a C-clamp to hold the stub to the plate while the PVC cement cures. I turn a 3/4" OD step in my stubs before gluing them into 3/4" holes, but that's not really required for a good joint. I only bother to because it makes it much easier to glue a bunch of these at once without having a dozen clamps on hand.
And obviously a drillpress or power drill for all the holes.
