K'nex is an interesting idea. I have been in the rubber band gun buisness for some time now. What I use is wood and steel. My big brother has an Arc welder so I can do that kind of stuff.
Actuelly, I just finished one. Quite simple, I took two pieces of wood and screwed them together. Than on the top I glued a cloths pin. Pretty acurate since it is a single shot, but has crappy distance.
I think thats a good idea. How about in order to come to the other board they have to take a test somehow so they couldn't cheat, and if they pass, they would have to have a period where they would be monitered. Just an idea.
