A foot long barrel is far too short for a drain blaster. You could easily get it over 400fps with a long enough barrel.
Hello, idiot here, why would a longer barrel yield higher FPS? Wouldn't the drag just slow it down?

Brass can be found at Ace usually, along with all sorts of metal supplies. It varies what section it's in.
Yeah, Ace is the only place (heh heh heh) where I can find specialty sizes of brass e.g. 17/32 9/16 etc.

Cent= $60, pump= $15 mcmaster parts= $40+shipping, printed parts (purchase price, because not everyone owns their own printer)= $50-60 (or, that's what I would probably charge for them all, which is probably lower than others), assorted materials (duct tape, epoxy putty, 2pE, goop, sandpaper, etc)= $30. Right around 200 there.
Right, I'm not using a Cent, I'm leaving all of the 2pE, sandpaper, goop, and whatnot out of my figures because I already have it, and I'm also not using any 3d printed stuff. Yeah, the way you have it set up, over $200 for sure.

I'm working on a similar project, what size hose barbs did you use? Also, where did you come up with $200 for parts? Mine cost less than $100 and It's completely homemade. (To be fair, I did have some stuff lying around that I'm not including in my price figure)
