I personally love the Stampede, so I want more from where that come from. Me and a couple of other guys from Sydney, Australia have got them to hit 90-100 feet with rate of fire of about 4 rounds a second. That is a dominating blaster by any stretch. One guy was dual wielding them, and literally the only way to take him out was with something very long range and a lot of luck. So I want that sort of blaster again.
Also, at the same time, I want some new air guns and something I haven't seen before- a pump action blaster with a tubular magazine you load like a standard pump action shotgun. It simple and could be devastating- you can top up on the run and you could put a big plunger tube in it. That basically means you can shoot far, have the blaster load as quickly as a hopper and load it with what has proven to be an ergonomic and fast method. Also, a wide release of the Elite Pinpoint sight. Just because it looks damn sweet.
Another thing Hasbro could really work on is accuracy. As much as pinpoint accuracy in Nerf does truly exist, a lack of fishtailing at range and actually being able to shoot in a straight line with a stock blaster would help. While within about 30 feet the new blaster work fine, they suck at much further. Another thing would be the use of the Strongarm style slam fire in all of the blasters that use it. It's a lot better than the Raider/AT or the Speedload 6 style.

The Stryfe is a great HvZ blaster full stop. Shoots fast, shoots far enough for HvZ and takes mags for a quick reload. It's also light and compact so it won't tire your hand. Another thing that may come in handy as a backup would be the Dart Tag Snapfire. 8 shots semi auto, but it would be awkward as anything to reload without tucking it under his arm. This is honestly a hard one, but I reckon you should be fine to use a Stryfe with a 35 drum for minimal reloads, a few spare 18 mags and a Snapfire with a small pouch of loose darts. It's not gonna be the greatest system possible, but if it lets someone with such a disability play HvZ, I reckon it's gold.

Considering how much of an impact you have the potential to make, I'll share what I want to see.
1. Something full auto. The 'blow the Stampede out of the water' statement hints on it, but as someone else already said, if it has a small plunger and low 'modability' I will hate it and continue to buy second hand Stampedes. (I have 14 of them, all modded to some extent. Still more coming.) If I can get something that will actually hit 80 feet FLAT out of the box, I reckon we have every chance of being able to get one up to 100+. But to be completely honest, the Elite line wasn't the greatest in my opinion. The Firestrike had a small plunger tube, the Strongarm is nearly impossible to mod and is generally a pain, even though in stock form, it's very good. The other flywheel blasters are not the best, although the Stryfe was amazing and in my 'Top 5'.
2. Return of the air blasters. Already discussed, but would be amazing. I reckon 4B size for the tank with an OPV that kicks in at just the right point to make it safe. Then we can plug them.
