You may be able to find it near the vinyl tubing at the hardware store, but the website that Nerfer 16 posted sells some spear gun strength tubing which looks very promising. Seems like a pretty sweet find.

Maybe I'm retarded, but when I find workout elastics at a thrift store for a buck, I pick them up so I can use them as bungees in my spring guns. You know the item I speak of, it's like what this woman is on her knees for.

Or you could go to walmart / any sporting store and buy slingshot bands, which are made to be stretched and forcefully returned to their original position
