I'd take a shot in the dark though, and say that the SEALs are better than both.

OMON are often accused of rash actions and excessive and indiscriminate use of force and do everything from fighting in Chechnya to hostage rescue/anti-terrorism to breaking/containing protesters
Their unit's motto is "Special forces know no mercy and never ask for it. That is how it was, how it is and how it will be."
They also wear black faces masks while on duty.

Picture this scenario. One of our outposts overseas has been taken over by the enemy. They have control of the flightline, the tower and communications. How would the Rangers, Marines and AFCC handle this situation.
Before you say I have no idea what I am talking about, I was in the USAF. I did my technical training at Keesler AFB in Mississippi where the CCs go through a part of their training, Pope AFB in NC where the CCs do their Airborne training, and Fairchild AFB Survival School where the CCs do a 3-month survival course. Anyways, onto the scenarios.
Rangers----They will send in, whether via air deployment or ground, a unit consisting of 8-10 Rangers. Upon acquisition of the situation, they will attempt to take over the base, killing anyone that resists. They will do their best to attempt to take someone alive for questioning. Once the base's control has been restored to the U.S., they will call in army recovery teams to repair any damage to the base and the flightline, bring in a Logistics team to restore control of the tower and communications, then finally bring in some flightline personnel from the USAF to assess the aircraft on the base and necessitate repairs.
TOTAL TIME TO RESTORE BASE FUNCTIONS==About 2-4 days
Marines----Pretty much the same as the Rangers, except they don't really care about taking prisoners. They also need the support of either an Aircraft Carrier, if there is one in the area, to bring the necessary personnel to restore the base's operation, or they will have to get support from both the Army and the USAF for cargo and personnel dropoffs.
TOTAL TIME TO RESTORE BASE FUNCTIONS--About 3-5 days
Combat Controllers----They send in via a HALO jump about 4-6 members. They kill everyone except our own personnel, which they their best to rescue. After the enemy has been eliminated, they begin to assess damage, repair what they can with the equipment on-hand, move aircraft to clear the way for the main recovery team to arrive, resume ATC operations and communications.
TOTAL TIME TO RESTORE BASE FUNCTIONS==About 1-2 days
They are trained as medics, Air Traffic Controllers, they have extensive working knowledge of how to operate (not fly) any type of vehicle and aircraft. They train with both the Marines and the Rangers. I was at a bar in Kaiserslautern, Germany when a fight broke out between some Marines and CC troops. Every Marine went to the hospital while only one CC troop had to be checked out for a cut above his eye and a broken finger. Even the Rangers at Fort Bragg in NC, which surronds Popo AFB, knew not to fuck with a Combat Controller.
