does one have to be bigger than the other or longer? is there any cutting involved?

no, no, and maybe.
You can add a spring of the same size and have them compress eachother by putting a washer inbetween them if doing so still allows them to be pulled back to the required point.
The same size as far outer diameter will depend on how much room the inside of the gun has (if any) to accomodate a larger spring.

Your question is so extremely generic it's impossible to give any definite answers.
