I Don't quite know if this classifies as a "Nerf Homemade" or not, so I decided not to put it in the homemades section. Here is my design for a gun that shoots foam-insulated wooden balls:

Because I'm using low accuracy ammo (balls), the PVC would have to be very low Diameter. Also, the air-bed pump must be a fairly high voltage and must be a certain model. The hole/slit in the top of the PVC enables the gun to accept a slide controlled hopper. If anyone has any ideas for a hopper like that please share them. Thanks!

Note: My idea is basically an electric ball blaster with much better range and smaller ammo.

I think you should use stock nerf balls, (I think they fit in 1.5 or 2 inch PVC) then get rid of the masking tape. Another idea is to use a T joint and drop the balls in or, you could make a magazine that fits in it. The easyest (sp) way to do this would be to use the same size pipe as the barrel and put an endcap on a certian length of it. The best way would be to use a short piece of the barrel size PVC to hook up to the T joint and then use some converters to make the magazine fatter. This way you can have a high capacity magazine that isn't HUGE.

An electric inflator will, if you're lucky, push the balls out the end of the barrel and drop them on your feet.

The electric ballzooka (I assume that's what you mean by electric ball blaster) runs by spinning up two wheels and feeding balls between them. Not by blowing them with a fan.

Sorry if I come off as harsh, but it's true. I don't want you to waste your time and money.
