ok... here's a good one for you masters out there: If you're in hot pursuit(or taking cover next to a vehicle), would it be possible/ethical/resonable, to fill up your homade air tank with a car tire?

Tires only have around 30 PSI in them, so you may want to just use a bike pump.

As far as this topic goes, air from tires really isn't war-practical. Unless you set up a bunker behind a car and have people watching your back, you won't have that much time to fill up. And even then, it kinda robs the idea of Nerf and pumping your own air. Where's the fun in automated compression? Perhaps for show, but it just wouldn't be a great war utility.

Semi tires are roughly at 55 psi, if I remember correctly.
