...Why do we need soapy water? If you use soap suds, bubbles will form where the leak is. If you submerge it, you'll see air bubbles forming where the leak is. If you put in soapy water, you may not see those bubbles, seeing as there are bubbles on the water.. I'm kind of confused to the point of the soapiness of the water at all...Firstly, open up your PC. And once its opened, submerge the (fully pumped)air tank in soapy water. You should see bubbles where the leak is.

...But yeah, after you find the leak, Plumber's Goop works nicely for sealing anything on plastic, and you may be able to use a tire tube repair kit if it's on the rubber bladder. If it's leaking from one of the clamps, you can secure it with a Hose clamp, or if the clamp's trashed, replace it with a hose clamp. Back clamp, you can replace with a host clamp and some cutting away of the casing (So it fits), for the front clamp, you can replace the inside of the clamp with a 1/2" CPVC endcap, and a hose clamp. You may want to make deep cuts, at a 45º angle, with an exacto or hobby knife, to make it kind of barbed/ribbed so it's more secure inside the tube. I'm know this response is kind of late, but Puddle spurred me on. Good luck, if it's needed.
