I recently purchased a doulbe shot and decided to embark on making new shells for it. I'm sure this has been done before but this is my take on it. I took a 2" piece of cpvc and a .32 oz glue stick from office depot. I took the top off of the gluestick, wrapped tape around the cpvc and stuck the cpvc into the gluestick top. You need to cut a little hole in the bottom and wala you have a perfectly good shell.
you can also use the piece on the bottom of the gluestick used to roll it up higher for the backing of a shell. this has a loose fit in the gun, so I put a little e tape around it then some packing tape (very slick tape).
The only problem with these shells is that they don't eject all the way. You could remedy this by possibly adding some e tap around the pvc (just make the cpvc as wide as the original shells) and it SHOULD eject.
I am also in need of assistance on a similar project (pictures are broken) I got a 12 guage shotgun shell and cut off the bottom brass part, and the top part that had all the ruffle things on it. I then hot glued a piece of cpvc into it. The only problem is that I don't know what to use for the back of the shell. It will not fire with a 1/2" hole in the back, and I tried to use hot glue, and also posterboard to scale this hole down, but to no avail, any help would be appreciated.
