i noticed some pages used brass and others used pvc. wich is better?

Well, they're for different darts so you can't really compare them.
You can read my article for more info but basically, here are the main differences:
PVC: good for mega stefans in air guns, good for nerf micros in spring guns, cheap and easy to find (the real reason everyone uses it)
brass: good for any size stefans (it's available in 1/32" diameter increments) in air guns, good for spring guns if you nest more than one size so that the dart fits tightly at the base of the barrel and normally for the rest of the barrel. It's also kind of hard to find and more expensive which are the only reasons anyone could have for disliking it.
Overall, brass is better than PVC in almost any gun because of the aerodynamic superiority of micro stefans.
