Backer rod or "Foam Backer Rod" (FBR)~ for the near furture.
It comes in 3 sizes;
3/8in- Nanos (Smallest)
1/2in- Regular Stefans- Use in 1/2 CPVC and 9/16in brass. Just to name a few, there are a lot more. (Medium sized)
5/8in- Megas- Used in 1/2in. Used in 1/2in PVC (Biggest)

Here's what I use;
Pipe Cutter (Old editions)
Hacksaw
Hot glue
Spray Paint (not nessecary)
Sheet metal (in the near future)
FBR (A Tool?)
And an X-acto

I don't know if you count this as a tool, but I use a vice all the time, for letting stuff dry and holding things that I need to drill/sand.
Something that I can't get enough of that hasn't been mentioned is Electrical Tape (also called Vinyl Tape or E-Tape). My main use for it is that wrapping pipe/tubing with it increases the outer diameter. I've also seen it used for added holding strengh and better grips for your guns. If nothing else, it makes things black (or whatever other color of E-Tape you'd like to buy).

Second that. I still don't have a Dremel or an airbrush, but those of you that saw my Crossbow up a little while back saw what I can do.I did my first half-dozen or so mods with nothing but screwdrivers, a hobby saw, sandpaper, and a 4-in-hand file. They turned out pretty nice.
Ultimately, if you want to know what you'll need for a mod, look at the mods you're thinking of doing, create a list based on the mod, and buy the stuff it suggests. If it recommends a power tool, more likely than not you can use something mundane instead (Dremel = hobby knife and sandpaper, etc.). Half the time mundane is better anyway I think in my mind, because you end up having more control (most of the stuff I've seen where people use a Dremel looks like crap cause the rushed it, they even say so in their mods). Anyway, I wouldn't say there's a concrete "list," just check the mods you want to do and go from there; everything is common sense-type stuff.
