If not, it kind of kills the point of an RTS.
I'm pretty sure you can do internet with Gamemaker with some work.

A Nerf-based Starcraft map wouldn't be too hard to make; I could probably make one in a day's worth of gaming/computer usage and have it up if anyone wishes to see one made.
