will a scroll saw have enough clearance to cut shells?

Depends on the specific shell and the blade height of your saw. Only thing you can do is measure it.

Probably not unless the shell is butterflied. I'd stick with hand saws until you know what you want/need, I still use a hand saw for most of my shell cutting and I have a dremel and scroll saw.
