When I suspend someone and they create another email addy and disconnect/reconnect to get a new IP from their ISP just so they can come back here under a different name, that's a violation of many ISP TOS agreements.
They tend to side with me that the user is abusing their DHCP in order to circumvent the security of my site.

Please don't feed the trolls, guys. It's much easier to wait for an admin. I know sometimes it's difficult to determine whether someone's a troll or just stupid, but just don't reply to anything puerilely inflamatory.

Unfortunatley, ISPs generally just give warnings. When I sent out E-Mails to the ISPs of the BMX trolls at Nerf HQ, the ISPs just gave warnings to their customers. They aren't interested in lossing their buisness because someone posted porn on a site geared for teens, they just don't care. I'm sure if they got multiple complaints they would take action, but that's about it.
