If all you need to do is cut handles, you might consider just using a coping saw or a fretsaw. With a bit of practice they'll cut almost as well as a band saw, for those purposes at least.
Here's a coping saw, for your reference. $8 right now, might be able to get it cheaper with all the holiday sales going on. Pick up a couple of sturdy clamps too, you'll want to fix your workpiece to a table or something. Combined with a drill, one of those should be able to do almost anything a scrollsaw can; it'll just take longer (nowhere near as much noise though).
If you're only planning to do handles and outside-cuts, I'd recommend a bandsaw over a scrollsaw if you can afford one. They cut faster and better through thick materials.
