I think it is to stop people joining just to buy/sell. I imagine it is also to stop people from getting over excited and committing to sales they can't follow through on.

To prevent people from joining the site just to use the trading forum. Use of the trading forum is a privilege granted to people who are active in other aspects of the community.
You can poop in my toilet anytime champ.
