Also, based on eBay, that thing could be worth some nice money. Like, enough to get a nice crossbow with homemade internals kind of money.

This is true. In any case, I'd bet that as long as it works, he can get a good $100ish for it on eBay.At least he has the common sense to ask if it's dangerous or not.

Ive recently bought a Super soaker c im looking at modding it anyone knows what to expect? Also are they banned from nerf wars or are they allowed in most situations?
Please improve your spelling, punctuation and grammar.
I don't know of any CPS 3000 mods, but I think you would be better off using it as a water shooter, or selling it. The CPS series of blasters are quite valuable.

- It is part of the "Legendary '98s" portion of the CPS line, a group of 4 high powered water guns released in 1998 (1000, 1500, 2500, 3000).
- It is one of the highest capacity water guns ever made, with the soft backpack.
- The pressure chamber is gigantic and it needs zero modding to be competitive against other big water guns.
- They are more difficult to find than most other CPS soakers.
As others have posted, an irreversible Nerf conversion of a 3000 would be like throwing a benjamin out the window. CPS is a poor choice for conversion in the first place, as the rubber bladder is designed to expand with water and not with pressurized air. Likewise, the pump is designed to move water by suction. It will still work, but you could get the same or better results with an air pressure soaker worth five bucks or a homemade designed for air.
