...but in all seriousness, if you're just starting, look into the SNAPbow design, as the parts are cheap (PVC and other bits and pieces), and it's fairly simple to make.
If you can drop a few extra bucks, and have good access to tools and supplies, the +Bow by CaptainSlug is incredible.

I would highly recommend starting out with a Snapbow mk V, or a HAMP. It may be tempting to start with a bow-powered blaster (considering how easy the materials are to find), but they're very easy to screw up.
