I don't see why you would want to make a homemade dart for those cheap spring toys. Those guns usually don't fire very far and there's not much you can do to them.

You could use some craft foam, the stuff you put around zero darts. First, you could cut to small peices out. Then, cut slits into both peices and put them together to make and X. Put some hot glue somewhere to hold the peices together. After that, you can stick a peice of fbr or something on top, in place of the suction cup. I have no idea if these materials would work, but you never know. If they don't work, then I would just look around your grocery store for some more rubber darts.

<EDIT:My illustrations came out all screwed up. I think you can understand what to do by the text>

I've heard 3/8th foam fits in well.

Given the guns [or at least the ones I've used] usually operate off spring-powered tapping of the dart, I'd suggest making a facsimile out of a drinking straw. I forget exactly how large the back diameter is, but I think it was somewhere around the size of a 7-Eleven slurpee straw (up to a McDonald's straw, or down-size to a 7-Eleven drinking straw or Wendy's straw). If you can get the weight balance right (make sure the front is covered, I'd suggest foam backer rod with really light [, or no] hotglue), you may even be able to get better ranges than the relatively heavy rubber counterparts.

If they operate off air pressure, I second Gamefreak's suggestion.

I wish you the best of luck in this endeavour... It certainly is an odd one.

You can modify the stock ones pretty good. Just put a large bead of hot glue on the top, then cut off whatever is left of the suction cup. It works alright.

I modded one of those guns. It looked like a glock and I really liked it so now it shoots really small stefans. I get like 20 ft with it. It'll be a good backup weapon.
