In general, you should always check with the people you are hosting your war/outing at, it's just like asking to borrow someone's blaster, always ask first. If they do ask for some form of compensation, weigh your options; just because it has a high reservation price doesn't mean you shouldn't Nerf there, you can amend this by charging admission (I wouldn't really recommend this option for a first war) or by holding a voluntary raffle of sorts. If it is in a park, however, check for when they actually will charge you, in an excellent park in my area, it will run me upwards of $200, but only April through the end of October.
Still ask for permission though. And considering that I can host wars, I'd say you have the ability to as well. If you feel tired/a bit shy, have someone co-host it, and who knows; said co-hosts might follow off your idea and host wars of their own in the same general area.
Just go in with confidence, but don't be a jerk about it.
And most importantly, have fun with it, think up new game types and listen to what people have to say about it, but still stick to some working types that have already been created.
