First I would like to start off by saying that I have looked thoroughly all over NH and haven't found the answer to my question. I had a RF20 lying around so I opened it up and took out the turret attempting to do a AR removal. After I had the turret opened up I found the air restrictors attached to the barrel post. My question is, can I through them out or do I have to cut the insides of them out like on a maverick?

I would suggest keeping them in. Just chop off the dart posts with some heavy duty scissors.

Drill it out.

As stated above, you will get a better seal if you drill them out and keep the rings in like you would a maverick or DTB. I have actually done it both ways, just throwing them out and keeping the rings in. It will still work if you throw them out, but your range will be around 20 ft or so.
