It was a fairly simple mechanism, a pump shotgun-style design. You would pump, which would load the shell [and dart] into place, then shoot. Then, the next time you'd pump, the shell would be ejected, and the next case would fall into place.
However, there are several flaws with this design, although it looks good on paper [or in Sniper5k's instance, Flash.] First off, the sizes of the shell casing, barrel, loading things, etc. will definitely not be perfect, thus giving an open window to any difficulties, i.e. shell not ejecting etc. Next, it is almost impossible to find all of these parts and assemble them. Lastly, the cost and work put into getting a single shell for each dart would just be plain stupid; thus contradicting the fact that Nerf is cheaper.

In paintball guns and certain CO2 type guns, some of the air used to propel the ammunition is channeled back through a seperate "tube", which is used to push back and lock the bolt in place again, letting the next object drop into place, ready to shoot.

Thus, a homemade bolt-action Nerf gun (CO2 will give the best effects) would work similarly to a paintball gun; however, be cautious with working with high-pressurized air. Of course, you can throw in your own modifications and tweaks here and there; I believe boltsniper did alot in this category.

Its not done just yet though, but i have the whole weekend to work now so I think I will finish it by monday. I will update the site as i get things done.

The copper thing on the top is the case for the gun, the pvc thing is the bolt, the long brass pipe is the barrel and the small piece of brass is a shell.
