Should I use 3/0 fishing weights instead or o.25 slingshot ammo and should I make the stefans longer?

Spin Out - Dart flies in a markedly non-straight path. Usually characterized by a sudden curve to one side or a corkscrew. Dart frequently ends up 10 or more feet from where you were aiming.
These are not my terms - they were in use when I joined the community.
Are you talking about fishtailing, spin outs, or something different?

The 1/4" steel slingshot ammo should work well.

His way should work. I use short stefans too(1"-3/2") and I weight them with 3/0 fishing weights, they work nicely.Try more weight. Your darts aren't carrying enough momentum to deal nicely with air resistance. I'd also lengthen them to about 2.5" which works well for any mid to high-power gun.
The 1/4" steel slingshot ammo should work well.
