I have been nerfing for about 6 months now and I have heard the term "pluged" alot when moddin pump guns.
But what exactly does that mean, what does is do, and how do you do it?

That's not really fair. Theres not going to be any topics about the term "plugged".
To answer your question, plugging the pump is when you put hot glue, or another substance into the overpressure hole in the center of the pump head. This moves more air per pump, and means that you can pump as far as you want. The downside is that it can also make air tanks explode if they are over-pumped.
