Mod potential is mostly restricted by the imagination of the modder. Of course, there are also the more versatile guns that will naturally be more useful for mods. Nitefinders are well-documented there, as are Longshots. SSPBs and SMDTGs are good for integrations because of their small size and respectable power.

NiteFinder has the simplest mechanisms in our "modern" stock Nerf technology, which also means they have a higher potential of modifications. As most people can see, the NiteFinder's list on the modification directory is pretty long. There should me more modifications to come.

Airtech 2000's are certainly used for a lot of stuff, so I'd cast my vote for those. Even though personally, I don't like them (because they're absolutely useless unless you replace the barrel).

Seriously.
It's all up to the person modifying the gun. They can decide to do a simple barrel mod, or they can come up with something new. Guns are never limited to simple stuff, there's always something that can be done. Smaller guns can be integrated into larger ones. There's so much originality in Nerf, come up with something new.

Well if you look at how many things you could do to the gun, I'd say the Nightfinder. But if you're looking for the most radical changes during modification, I'd say an Airtech 2000 or something close.
