Lacie External Hard Drive Questions

So I got a used 250gb LaCie external HD, and I believe it's formatted for a mac, because it does not show up in My Computer, but it still asks me if it's safe to remove hardware. Does anyone know how to reformat a HD if you can't find it? Or if this isn't the problem does anyone know what's wrong? (I have only the wires that came with it, no manuals or software, but it said it was installed when I first plugged it in.)
Edit:I figured it out, I needed to add a partition to "unallocated" space to make it show up into my computer, so I could format it.

Return it and buy a one that says 'formatted for Windows AND Mac'.

Read before you buy. I got scammed out of $100 when I was young b/c I didn't read EVERYTHING.

I got it from my cousin, not sure how he got it.
