Don't throw away this peice
Instead what I did was put it on the end of a dart(without the Suction cup)

It's no good, I've tried and it in fact makes the dart fish tial more so than it should,
Toilet paper is for your ass, not your nerf gun.
Try craft foam if you want to add cushioning to the handle.

Why don't you just rip off a tip of a dart and shove a thumb tack in the hole with some hot glue? Works great and sticks into everything... Just for fun of course though.

I saw VACC active on the home page a little while ago. You better just pray that VACC does'nt see this. Ugh. It bothers me when people just don't seem to have common sense.
EDIT: And you ONLY use death darts for target shooting. ONLY! Out of even a semi-powerful gun, these can break skin. My little brother and I were shooting each other around the backyard, and he picked up one of my target shooting death darts, not knowing what it would do, and he shot it at me, from about 25 feet, and it made me start to bleed. (He shot it out of a lightly modded BBB.)

How do you make an exploding dart? Put some of the pop-its on the end? That would be kind of fun on the fourth of july.
