Does 1" sch40 pvc fit over 3/4" sch40 pvc and 3/4" sch40 pvc fit over 1/2" sch40 pvc?

Not in my experience, but it would depend on the manufacturer.

Generally, no. But it is possible to hammer them into eachother or sand them down to fit.
