Its the cocking mech. Also its like DEEP down and i dont think i can pull it off...Try calming down first.
If it is stripped, then just pull it apart with some of those muscles you have. If you have any...If that doesn't work, you really don't need the cocking handle anyway. Or is it on the gun? I don't know what the 'cocking bar' is but I'm sure a small tug and it'll come off.
Try banging it upside down too

get your cheap screwdriver, put some superglue on the tip and press firmly into the screw.... wait a few minutes and thread it out.... then put the tip of the screwdriver in boiling water to release the superglue.

That seems more of a way to hold a Nerf gun hostage.
On Topic: I had this problem with one of my guns, I just drilled it out, no problem. Small hole = small drill, it's not really that much of a problem.
If at first you don't succeed, add more epoxy.

Anyway, if you have cheap screwdrivers and are facing a tough screw, you could always grab a pair of pliers, grip the screwdriver, brace your hand carefully on the back of the screwdriver, put it in the screwhole and twist.
Of course, you know to be careful, and brace the gun itself too.
Great advice in this thread though. I had no idea lighter fluid melted polyethelyne.
