I recently read Boltsniper's post about a combustion powered homemade. It consists simply of either brass or pvc, would be loaded and shot just just like a bullet, and would be completely reusable. To build a brass or pvc (preferably brass) shell with a male thread and a female endcap would be the actual shell. Inside the shell, just in front of the endcap, a small metallic plate would be glued in place with a non-flammable glue. The plate serves as a resting place for a paper cap, glued in place. The endcap would have a small hole in it, just large enough for a striker pin to enter the shell and set off the cap. To load the shell with a propellant, the female endcap would be removed, the propellant sprayed into the shell, and the endcap screwed back on.
The shell could also be built with a normal endcap (it would be smaller and cheaper). The only problem with doing this is that it would be much harder to load the shell with caps. Instead of unscrewing the endcap, you would have to insert the cap through the pin hole (which would be larger in this design, causing the gas to escape through the back as well as the front, which would make the shell less powerful).

If the explanation was little confusing, here's the shell designs.

And if your interested, here's a design for a pistol that uses the shells.
